Province of Cremona, Italy

The territory of the Province of Cremona comprises 115 Municipalities for a total of 335,700 inhabitants.
The Provincial Administration has therefore a fundamental role in balancing the conservation of old traditions and the preservation of the natural environment with the continuous search of innovation that comes from the population.
In particular, the Administration has embraced the conservation and the improvement of the natural environment as cardinal points of its overall management strategy.
Italian Provincial Authorities have administrative competences in several key sectors, such as agriculture, environment, transport, economy, public buildings, roads, territorial planning and energy planning. Main activities of the Environment Department are: soil protection, environmental preservation and valorization, prevention of environmental catastrophes, conservation of water and energy sources, protection of biodiversity, management of natural reserves, waste management. In carrying out its duties, the Province of Cremona, has chosen to increasingly open itself towards the dialogue with the institutional subjects operating in the near territories and with citizens in order to improve their quality of life.
The Province has adopted its Local Agenda 21, within which the Forum has been constituted and the Provincial Energy Plan has been object of a Strategic Environmental Assessment and public consultations have taken place in the course of its adoption.

CESI RICERCA, Milan, Italy

CESI RICERCA has been established at the end of 2005 as a separate company of CESI (Centro Elettrotecnico Sperimentale Italiano Giacinto Motta) SpA (funded in 1956) , to take over funded research activities of national and international interest and it started operating on January 1st 2006. CESI RICERCA is currently owned by ENEA “Ente per le Nuove Tecnologie, l’Energia e l’Ambiente” (51%) and CESI (49%) and represents a new public research centre in the sector.
Four hundred technicians and researchers - and their main laboratories - were moved from CESI to CESI RICERCA. The new company carries out research in the electricity and energy sector, with strong emphasis on experimental applications, thus ensuring the consistent continuation of all current research activities and the development of new strategic projects in the future. Focus of the mission is to ensure the technology transfer in order to address the national energy, environmental and economic goals.

CESI RICERCA is organized in five technical Departments:

  1. Power System Economics
  2. Environment and Sustainable Development
  3. Power Generation System
  4. Grid and Infrastructures
  5. T&D Technologies

In particular, the ESD - Environment and Sustainable Development Department has the mission to perform R&D activities aimed to:

  • Evaluate and mitigate the Electric System impact on Environment and Territory
  • Improve the Sustainability of Electric System development

The ESD counts with a permanent staff of about seventy professionals and technicians, covering the following skills and disciplines: environmental engineering, hydraulic engineering, applied informatics, atmospheric physics and meteorology, biology, natural science, geology, chemistry and field measurements.

University of Zagreb, Faculty of Mechanical Engineering and Naval Architecture (FSB-UZ), Zagreb, Croatia

The University of Zagreb, Faculty of Mechanical Engineering and Naval Architecture, (FSB-UZ) is a leading higher educational and research institution in the region covering wide range of research and teaching.
FSB-UZ consists of 13 Departments that have been divided into several chairs and in total more than 400 people work on the Faculty.
Currently, two departments (Department of Energy, Power Engineering and Environment and Department of Thermodynamics, Thermal and Process Engineering) and their six chairs together with their four laboratories are very active in research concerning energy, power engineering and related environmental protection.
In partuicular, research at the Power Engineering and Energy Management Chair (PEEMC) can be divided into two main research areas. The first area is dedicated to research in power engineering technologies and processes (steam generators, boilers, power plants, sustainable energy technologies, combustion, process dynamics, etc.). The second research area is covering research in energy management and sustainable energy development and planning.
Research at the Turbomachinery Chair is covering following technologies: steam and gas turbines, compressors, hydro turbines, wind turbines and other turbomacinery auxiliary equipment. Recently the great part of research work is connected to Computational Fluid Dynamics (CFD) and modelling of flows and stresses in turbines and other turbomachinery equipment. The Hydromechanics and Hydraulic Machinery Laboratory that has been operated by researchers of Turbomachinery Chair is mostly used for experimental work and for constructing and testing of the prototypes.

Karlovac county (KAZUP), Croatia

Karlovac county was established as regional authority at 13. april 1993, when the Country parliament held its first session. Karlovac County is situated in the central part of Croatia and covers an area of 3.622km2 this qualifying as one of the bigger of twenty Croatian counties. Owing to its transit, traffic and geostrategic position it is also one of the most important counties. The most important traffic lines linking Europe with the Adriatic coast intersect here. Karlovac County shares borders with two neighbouring countries, the Republic of Slovenia and the Republic of Bosnia and Herzegovina, and four other Croatian counties. According to the 2001 poll 141.787 inhabitants live in the County. It comprises 5 towns and 17 municipalities. Administrative, political, economic, cultural and sports centre of the County is the Town of Karlovac.
The Institute for spatial planing and environmental protection acts as an administrative department of the Karlovac county. The institute conducts expert jobs of special arrangement and management of space, according to the law of protection of environment, law of protection of nature and law about waste materials.
Expert jobs of space arrangement include making of regular two-year reports about condition of space and a program of measures for arrangement of space in the area of the Karlovac county, space plans of the areas of special characteristics, space plans of communities/towns and managing documents about space, as well as other expert analytic jobs that have been given to the Institute by Ministry or County executive.
Expert jobs of protection of environment include looking after the condition of environment and biological diversity, making of expert basis for commencing procedure of protection and determining measures of protection for the most valuable and/or protected parts of nature. They also include making of regular four-year reports about condition of the environment and suggestion of a program of protection of environment of the County, looking after the implementation of the program and other jobs determined by the legal regulations.

The Norwegian University of Science and Technology (NTNU), Trondheim, Norway

The Waterpower Laboratory at the NTNU is the group which will be involved in this SMART project. The Waterpower Laboratory is a part of The Department of Energy and Process Engineering at the university. This laboratory was built during the period of 1914-1918, and was last refurnished in 2002-2003. The laboratory consists of model turbines and pumps used for testing design, efficiency measurements and investigation of cavitations. The research is often associated with master degrees and Ph.D. Furthermore, the manning consists of two professors, one professor II, one secretary, one assistant professor, one scientific assistant, one division engineer, two engineers, one research technician, two professor emeritus and four Ph.D students. In addition to the focus on the design of hydraulic machinery, this laboratory is also involved in feasibility studies regarding the developing of hydro power.

Regional Secretariat of Attica (RSA), Athens, Greece

The Regional Secretariat of Attica (RSA) is a public organization functioning under the jurisdiction of the Ministry of Internal Affairs, Public Administration and Decentralization. The RSA constitutes a decentralized body of public administration for 122 municipalities and communities in Attica. The region of Attica encompasses the major urban area of the city of Athens and its satellite rural municipalities together with six small islands. It is the largest region of Greece in terms of population size, having 3,522,769 inhabitants (1991 data). Its main purpose is to plan, design, implement and monitor several national and EU strategic policies in the economic, social, environmental and cultural development areas. In view of its mission the Regional Secretariat of Attica has shown an active interest in sharing know-how and best practices pertaining to the protection, enhancement, maintenance and promotion of its natural, environmental and cultural heritage
Moreover, the RSA has a active department dealing with Water Resources which has taken decisive steps in the field of wastewater treatment in the region. These include the interventions in the biological wastewater treatment plant in Psytalia, projects concerning sewage works in the western regions of Attica (Thriassio, Megara, Vilia), the new wastewater treatment plants in the Saronic Gulf islands and the various Municipalities of the Region.
Through the ICNW Network project the RSA has acquired know-how for the development of infrastructure in order to minimize natural risks across its 122 municipalities and communities. In fact the RSA has developed a Committee for the improvement of public activities related to monitoring, prevention, forecasting and spatial control of natural risks such as drought or fire in the surrounding mountains as well as the urban green areas. Through the identification of best practices and the development of area specific intermunicpal action plans for, two issues have beem identified: (a) the need for identifying and using innovative technologies for water reuse and (b) the importance of reusing water for natural prevention purposes.

Energieagentur Waldviertel (EAW4), Thaya, Austria

The SAVE Agency EAW4 is a non-profit organisation, founded in 1998. Members are municipalities and the Regionalmanagement Waldviertel. The region Waldviertel is located in the North of Austria – on the border to the Czech Republic. More than 200.000 people are living in this area.
EAW4 will in the end of 2006 change its statute and will then be the energy agency for the whole federal country Lower Austria (more than 1.5 Mio inhabitants).
The general aim of EAW4 is the encouragement and effective establishment of an ecological and economical sense of responsibility and in consequence a change of attitude resulting in an efficient ecologically friendly socially acceptable use of renewable sources of energy.
The target groups for these actions are communities and community departments, national and federal administration, private organisations and co-operatives, private and public companies.
